LinkedIn has a policy that you should only invite people you know. Many people just want to connect whether they know you or not. These people have different reasons. For example most LinkedIn people, need to deal with taxes at least once a year. I am a great tax professional so the more people who know me the more opportunity I have. People like me that want to connect are often called Open Networkers or LION. Sometimes you will see that in a profile like mine. Different Open Networkers have different views about who they are looking to connect with. Sometimes they may not connect and they may even IDK you. That said, you have a lot better chance of avoiding IDK’s when you invite Open Networkers. Often when you are searching profiles you will see one that has “LION” or “Open Networker” in their name or headline. These people are safe people to send invites to. They generally will not IDK you. The best way to find LION’s is to join the open networking groups. Once you are a member you can search for other group members.
