Yes and you almost never get a response. People read the InMails, they just don’t respond in a way that uses the InMail up. I think what happens is the recipient gets an email that tells the InMail content. So they respond to the email. This works great because you get to recycle the InMails. The way it works, you can usually send 70-75 InMails a week when LI allows you 25 per month.
